Under the legislation, the state attorney general would have authority to investigate incidents, issue cease-and-desist orders, and pursue civil penalties that could reach tens of thousands of dollars per violation.

From a public safety standpoint, the instinct is understandable.
But like many early regulatory responses to AI, the framing risks treating all conversational systems as equally ungoverned.
That assumption overlooks a critical structural distinction already emerging in the industry.
